A commission. This one was a bit of a guilty pleasure, since I love ALL of these characters and the stories they came from... 
It looks like the C.O.P.S. needed some more female officers besides just Mirage and Mainframe, so Commissioner Highwaters has transferred over some new officers for Bulletproof. (Left to right are) Elisa Maza from Gargoyles, Renee Montoya from Batman the Animated Series, Lenina Huxley from Demolition Man, Mandora from Thunderctas, and PSI Judge Anderson from Judge Dredd's Mega-City One.
